MISSION AND POLICY OF THE HEALTH CARE INSTITUTE IN KOŃSKIE
The implementation of quality management systems, accreditations, environmental management, as well as occupational health and safety has levied an obligation of developing a Policy of an Integrated Management System on the basis of the already existing mission of the HCC.

Philosophy of the mission of HCC is expressed in the scope of:
Service of the market and surroundings and concerns meeting expectations of those interested (patients, the local community, national institutes, employees and suppliers) in the scope of ensuring access to medical services, as well as organisation and management,
Shaping the service - services are provided by competent employees and adjusted to the needs of patients and directions of development of the market of medical services,
Aspirations concerning market position - HCC in Końskie as a leading health care institute in the voivodeship and one that matters on the national market.

POLICY OF THE INTEGRATED MANAGEMENT SYSTEM OF THE HEALTH CARE CENTRE IN KOŃSKIE
Our Mission: We would like to ensure all inhabitants of the region of activity a feeling of health safety, and provide the highest quality medical services at a high ethical standard for patients.
The Health Care Centre in Końskie is an institute providing highly specialised medical services in hospital and ambulatory conditions. In realising the aims of the mission, a quality management system, environmental management, as well as occupational health and safety management system, have been implemented at HCC.
The main aim of the Policy of the Integrated Management System is to satisfy the needs of our patients in accordance with the latest medical knowledge, and create safe conditions for work and self-realisation for employees. Implemented Integrated Management System according to Standards: ISO 9001;2000, 14001:2004 and PN-N 18001:2004, we monitor and improve to meet the demands of clients, employees, as well as others interested. In caring for the natural environment, we identify and supervise environmental aspects, as well as threats at work positions occurring while providing medical services.
Our policy in the scope of quality is:
- studying the opinions of patients and employees, as well as taking into account their comments in perfecting the implemented management systems,
- employing the best specialists for the realisation of tasks in the organisation, who are continually improving their knowledge and abilities
- ensuring patients access to new technologies
Our policy in the scope of the environment is:
- using modern medical technologies limiting the emission of pollution to the natural environment,
- ensuring correct conditions of the care environment for patients,
- conscious measures for decreasing environmental nuisances connected with the activity of the hospital.
Our policy in the scope of OHS is:
- preventing accidents at work, occupational illnesses, potential accident occurrences,
- improving the state of occupational safety
- improving activities in the scope of occupational health and safety,
- creating safe and healthy conditions of work for employees,
- ensuring adequate resources and means for implementing this policy
- increasing qualifications and taking into account the role of employees and their commitment to measures for occupational health and safety.
Within the Policy of the Integrated Management System the Director of the Health Care Centre in Końskie obliges to:
1. Applying to HCC regulations contained in:
- the act on health care institutes of 30.08.1991 later amended,
- other regulations pursuant to HCCs.
- medical professions ethics codes,
- the atom law, which gives the framework for ensuring quality in x-ray diagnostics,
- the patient's rights card,
- legal acts concerning occupational health and safety and environmental protection,
- ordinances, regulations and procedures issued for the needs of the organisation.
2. Monitoring environmental aspects and threats at work positions, particularly:
- biological factors
- chemical factors
- physical factors
3. Monitoring OHS aspects, particularly:
- accidents at work,
- potential accident occurrences,
- occupational illnesses,
- occupational risk,
- measurements of concentrations and intensity of harmful factors
- doctor's examinations and protective vaccinations,
- applying means of individual protection by employees, etc.,
4. Monitoring cooperation with suppliers of products and services in consideration to the regulations concerning OHS and environmental protection.
5. Performing correct waste segregation Caring for the health and safety of employees.
7. Engaging the employees in the process of improving occupational safety through conducting consultations and encouraging employees to notifying of potential accident occurrences.
8. Limiting environmental pollution through systematic exchange of used equipment, applying new technologies and preventing hospital infections.
9. Supervising non-conformities and assessing the effectiveness of correction and prevention activities.
10. Maintaining medical apparatus, technical equipment and installations.
11. Reliable investigation of complaints of all parties interested.
12. Realisation of outlined plans of activities connected with quality aims, concerning the system of occupational health and safety management, as well as environmental protection.
13. Increasing qualifications of employees at internal and external trainings.
14. Ensuring finances for maintaining and improving HCC, as well as the development of the institute.

CHARACTERISTICS AND SCOPE OF ACTIVITY OF HCC
The main function of the Complex is to provide health services aiming at conserving, saving, restoring and improving health in stationary and ambulatory conditions, as well as giving prophylactic health care to employees. The hospital performs conservative, surgical and rehabilitation treatment. General surgery procedures are performed, treatments in the scope of thyroid surgery, oncology, vascular surgery (cutting out aorta aneurysms, aortic grafts on bottom limbs), as well as in the scope of trauma surgery and implants of hip and knee endoprosthetics.
Access to laboratory and image diagnostics is ensured twenty-four hours a day (abdominal cavity ultrasound, ultrasound of the thyroid, nipples, hips of newborns, echocardiography, Doppler examinations of vessels, TK etc.
The hospital in Końskie has been functioning since 1939 and at the beginning it consisted of: an Isolation and Surgical Ward. After the war the hospital's activity was broadened by an Internal, Obstetrical, Children's and Gynaecology Ward. In 1983 the hospital was moved to a new building, which was intended as a highly-specialized complex, with over 600 hospital beds. Gradually, new specialized wards were equipped and initiated, e.g. Laryngology, Ophthalmology, Dermatology, Neurology, Rehabilitation, Orthopaedic, Surgical, Anaesthesiology and Intensive Therapy, Rheumatology Wards. The surgical unit expanded its scope of services by Vascular Surgery and Urology. The founding body of the Health Care Centre is the County Council in Końskie.
Since 1998, the Hospital has the title of an accredited hospital (the last accreditation took place in January 2008). Since 1999, the Hospital has the title awarded by UNICEF "Children-Friendly Hospital" for promoting breast feeding. In 2002, the quality management system was implemented in accordance with the standard ISO 9001:2000. In 2005, the environmental management system was implemented in accordance with the standard ISO 14001:2004, which was certified in 2006. That same year, the Świętokrzyskie Quality Award and the title of Leader of the Region in the medical profession were obtained for activity in favour of quality and good company management. In 2007, a distinction was received in the first national competition Pearls of Medicine. In accordance with the requirements of the atom law, a system for ensuring quality was introduced in the RTG Ward, which is an integral part of HCC. The system of occupational health and safety management was implemented in accordance with the standard PN-N 18001, which was certified in March 2008. Also in 2008, a distinction was received in the Competition of the Polish Quality Award.

The fact that there is a possibility of performing complex patient diagnosis, as well as access to specialized doctors, often unavailable at other hospitals, is very important to patients treated at the Health Care Centre in Końskie. The HCC's aim at the satisfying the needs of patients as best as possible, ensuring access to modern medical technologies, improving the room conditions the realisation of services, translates into better and better opinions of the patients on the standards of services at the HCC. Every year, more and more patients are treated here, and additionally, the percentage of patients from other regions of the voivodeship and country is growing.

EMPLOYMENT STRUCTURE
Currently, there are 142 doctors working in the hospital, in this, 10 doctors of medical sciences, 86 doctors with the 2nd degree of specialization, 8 with the 1st degree of specialization, 38 without specialization. The hospital also employs 386 nurses, in this 34 with a Masters degree in nursing and 28 midwives.
The entire medical personnel improve their qualifications at courses and supplement their knowledge during studies at various specialisations.
The hospital has been realising the programmes of quality improvement for many years.
